East Village parking lot will become retail, office, apartment building

(DES MOINES REGISTER) A Des Moines development firm will turn a parking lot across the street from Zombie Burger into a five-story building with retail and office spaces and 105 apartments.

Nelson Development hopes to open the $24.3 million project in 2020 on the northeast corner of East Grand Avenue and East Fourth Street in Des Moines’ East Village.

But before that, Nelson will build a 399-stall parking garage north of the site to replace surface parking that will be lost.

Des Moines will sell the city-owned parking lot at 418 E. Grand Ave. to the company for $1.5 million. Nelson will purchase an adjacent parking lot from Capitol Hill Lutheran Church at 511 Des Moines St.

The three-story, $11.4 million parking garage will run along Des Moines Street between East Fourth and East Fifth streets.

Des Moines will lease the 133 parking stalls on the first floor from the company and make them available to shoppers and others visiting the East Village. The city will pay Nelson $135 per month for each stall and collect revenue from parkers.

The second and third floors of the parking garage will be reserved for Nelson Development’s new mixed-use building.

The 133 first-floor stalls represent an increase of 13 public parking spaces in the rapidly growing East Village.

“The city is interested in making sure we maintain a level of public parking at this site,” said Carrie Kruse, the city’s economic development coordinator.
